I am directed by Mr. Secretary Chamberlain

to acknowledge the receipt of your letter No.43724/25

of the 30th ultimo, in which you request his views

upon the answer to be returned to a telegram from

Sir R. Stubbs dated the 26th September enquiring

whether he should encourage the Chinese in Hongkong

to lend money to Chen Kwing Ming.

Mr. Chamberlain concurs in the view expressed

by His Majesty's Chargé d'Affaires at Peking in his

telegram of September 26th (a copy of which was

sent to the Colonial Office on September 28th and

of which a further copy is now enclosed) that His

Majesty's Government are not concerned in any loans

which Chinese merchants may care to make to Chen

Kwing Ming.
